Bill is Senior Vice President and Chief Technology Officer at Stellarus, a healthcare solutions company that aims to drive measurable outcomes for health plans with products and services built and delivered via its technology innovation platform. Stellarus鈥� unique technology model is designed to enable plans to automate and improve operations, reduce costs, and enhance member experiences.
With technical and operational leadership spanning 30 years, Bill spearheads Stellarus鈥� enterprise architecture and innovation initiatives. He also advances strategic partnerships with top technology platforms, including those of Salesforce and Microsoft. Bill combines expertise in application and platform development with his vision to translate complex business needs into innovative technical solutions.
Before joining Stellarus, Bill served as Vice President of Enterprise Architecture and Health Innovation at the $25 billion nonprofit health plan, Blue Shield of California. Under his leadership, teams developed scalable infrastructure and applications that drove substantial business outcomes, including $25.8 million in cost avoidance in 2024. Additionally, Bill鈥檚 leadership was instrumental in the successful implementation of Blue Shield鈥檚 Digital Health Record.
Prior to his tenure at Blue Shield, Bill was Intel鈥檚 Chief Technology Officer of the Digital Transformation & Scale Solutions organization within the Data Platforms Group. In this role, Bill led product and solution architecture for Intel鈥檚 enterprise and government business, which generated over $7 billion in annual revenue. He also played a crucial role in defining product features and go-to-market initiatives that accelerated cloud adoption and Artificial Intelligence and analytics solutions.
